[ He obviously needs to move. It's just a regrettable irony hilarious. Really. that he has no time to deal with that kind of thing. Having the house repaired is practically begging Hartley to come back at some later date and smash the whole thing again, and though he might not care, per se, about the expense or inconvenience, there are one or two things about this particular outbreak of pettiness that bother him.
The way the sensors were turned off, for instance. Quite focused. No evidence of any kind of EMP device (of this era) he's familiar with, and not exactly Hartley's specialty. Of course, he'll have been working on new things since his escape, but... Harrison turns the pen in his fingers, nodding through the unavoidable police report and Caitlin and Barry's concern and Cisco's fidgety guilt, all of which he treats as formalities and waves off. Hartley chose a time when he wasn't there. This isn't a threat, it's Hartley blowing off steam, and probably testing his new gloves.
Which, when they look into the same satellite tremor tracking as before, they can find evidence of in another place. That combined with the occasional glimpse of Hartley on street surveillance footage provides the CCPD with an area to canvas. They won't be able to take him in even if they find him, Harrison has no doubt, but Hartley isn't a metahuman and he is potentially very destructive; they're obligated to look, regardless of the fact he's only interested in targeting two people.
They won't take him, but they might still turn up something interesting. Something about the other man in the surveillance footage, for example. Harrison keeps tabs on the investigation as it proceeds from back at the lab. Unfortunate officers have to do all the footwork. By the time they reach Hartley's building, they're pretty annoyed with the door-to-door and photograph routine. Depending on how low Hartley has been lying, though, their day might get a little better soon. ]
